Project Lead - Pat P. Morgan, Executive Director, Partners for the Homeless: Pat Morgan’s qualifications include twenty years experience in development and implementation of effective policies, programs, and systems of services and housing for homeless people. Ms. Morgan has led the charge to transform a highly fragmented agglomeration of programs and policies, each targeting and addressing the needs of particular subgroups of homeless people, into a network of more cohesive programs and services that offer more support to a wider group of homeless people. The U.S. Department of Housing and Urban Development Office of Policy Development and Research “Evaluation of Continuums of Care for Homeless People” Final Report, May 2002, singles out Ms. Morgan for her expertise in managing “the complex interplay of self-interests” to gain “cooperation on a number of fronts, from participating in planning and data collection to adhering to some agreed upon standards of care and program operations.” Ms. Morgan’s expertise is reflected in her contribution to the U.S. Department of Health and Human Services’ publication, Strengthening Homeless Families: A Coalition-Building Guide. Program Associate – Betsy Noel Friedman: An independent contractor/program associate, assembles mass quantities of information, gleans what’s critical, and communicates relevant information in an accessible way. Contributions include assisting in development of the Needs Assessment for Special Needs Populations and homeless management information systems (HMIS) and Community Voice Mail (CVM) marketing materials and programs. Ms. Friedman has a background in strategic marketing and project management, with previous employment as an executive director of a professional trade association and product manager of voice mail systems for Octel Communications (now a part of Lucent Technology). Ms. Friedman gained invaluable experience in grant writing and program design while working her way through the University of North Carolina at Chapel Hill. David Ousset: David Ousset comes to Partners with 26 years of experience at Federal Express where he held several senior-level technical and managerial positions. His last 10 years were spent in Project Management. Just prior to accepting the job as Partners’ Administrative Assistant, Mr. Ousset worked for Calvary Episcopal Church as an Administrative Assistant providing both administrative and technical support to the Director of Financial Development and Planned Giving and the Director of Communications. Tanyce McCray-Davis, Network Administrator: Ms. Davis was previously employed at Bally’s Casino, starting as a computer operator and advancing to Management Information Systems (MIS) Site Manager over a six-year period. Her responsibilities included overseeing equipment such as the IBM AS/400 RISC 9402 midrange computer, IBM RS/6000 computers, Novell PC Network, AT&T Definity G3 Telephone system, NCR 2170 Point of Sales system and all other operational duties related to MIS. In August 1999, Ms. Davis joined Partners as the Network Administrator/Database Manager. She holds degrees in computer science and journalism, and a diploma in childcare and psychology. She has been a major factor in the success of Partners’ nationally recognized database information system.
