The Memphis Housing Authority owns and manages housing for low and moderate-income families, elderly people, and people with disabilities.  Residents pay no more than 30% of their income for the housing and a variety of services are available based on individual needs.  MHA also administers Housing Choice Vouchers (formerly called Section 8 vouchers), which are used to pay for rent in housing in the private market.  Households with Housing Choice Vouchers also pay no more than one-third of their income for rent, with the U.S. Department of Housing and Urban Development paying the remainder.

The Office of Human Services, part of the Division of Public Services and Neighborhoods, provides vital human service information about food, clothing, shelter, and referrals to public and public agencies. U.S. Department of Housing and Urban Development (HUD)

HUD's mission is to increase homeownership, support community development and increase access to affordable housing free from discrimination.  Addressing the needs of homeless people has been a top priority over the past decade.  The Department administers a number of programs designed to assist low and very-low income individuals and families.
