The City of Memphis The City of Memphis conducts extensive and comprehensive planning to help meet the economic, housing, infrastructure, and service needs of Memphis residents. Planning to help meet the housing and service needs of low and very-low income individuals primarily is conducted by the City’s Division of Community Planning and Development through its planning process for the Consolidated Plan. The Division is also the lead agency and catalyst for planning for the annual “Continuum of Care” application to the U.S. Department of Housing and Development. In planning to meet the needs of homeless people, the City contracts with two not-for-profits to conduct specific planning activities: the Greater Memphis Interagency Coalition for the Homeless (GMICH) and Partners for the Homeless (Partners). http://www.cityofmemphis.org/framework.aspx Link to HCD http://www.cityofmemphis.org/framework.aspx?page=4 Link to HUD www.hud.gov City of Memphis’ Division of Housing and Community Development (HCD) Phone: (901) 576-7300 The Office of Housing and Community Development administers block grant funds from the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG), HOME, Housing Opportunities for People with AIDS (HOPWA) and Emergency Shelter Grant (ESG) programs, administers the city’s Human Services grants, enforces the City's housing code, provides low interest loans for housing rehabilitation, and works with private developers to ensure construction of affordable housing. It also provides economic development loans to small business to create new jobs. Shelby County Conducts comprehensive planning to identify the needs of elderly persons through the Aging Commission of the MidSouth. The Community HIV Network 901-545-6577 A Support Network for Families Living with HIV JustCare for Kids 901-289-8264 JustCare for Kids is a comprehensive partnership of all Shelby County stakeholders that need to be at the table to ensure a comprehensive approach to developing a system of care for youth in Memphis and Shelby County. Tennessee State Interagency Council on Homelessness Established in January 2005, the State Interagency Council is charged with the responsibility for developing a state plan to end homelessness in Tennessee. Chair of the Council is John Keys, Commissioner of Veterans Services for the state of Tennessee. Early Childhood Collaborative An initiative of the Community Institute for Early Childhood (link), this broad-based collaborative developed and produced “A Blueprint for Change, A Blueprint for Early Childhood Planning” which outlines goals for meeting the needs of children from gestation through preschool, and the needs of the children’s families/caregivers along with strategies for meeting those goals. The Institute “Acts as a catalyst to strengthen the community by building well-researched high quality support systems essential to enable children to be competently nurtured-physically, emotionally and cognitively – from gestation through the preschool years, and for families and caregivers to be valued and supported in accomplishing this task.” Memphis and Shelby County Mayors’ Task Force on Homelessness Established in 2002, the broad-based Task Force consists of senior-level representatives of foundations, government, business and social services. In 2003, the Task Force released the Blueprint to Break the Cycle of Homelessness and Prevent Future Homelessness, which established goals and strategies for meeting those goals. The Task Force continues to monitor progress in meeting goals, identifying additional measures to address specific sub-groups of the homeless population, and works to facilitate implementation of strategies. Partners for the Homeless provides administrative support for the Task Force. Mental Health Summit Broad-based planning group established by the Shelby County Medical Society and the Bluff City Medical Society to “strengthen the mental health and substance abuse treatment systems” consists of senior-level representatives of the health and mental health care provider community, and includes government officials, researchers, and advocates. Shelby County Domestic Violence Council 66 North Pauline, Suite 633 http://www.memphiscrime.org/research/bestpractices/bestpractices-5.html The Department of Mental Health and Developmental Disabilities The Department of Mental Health and Developmental Disabilities is the state's mental health and developmental disabilities authority and is responsible for system planning, setting policy and quality standards, system monitoring and evaluation, disseminating public information and advocating for persons of all ages who have mental illness, serious emotional disturbance or developmental disabilities. The department sponsors regional planning councils to solicit input into state plans. Region VII consists of Memphis and Shelby County.
