The City of Memphis

The City of Memphis conducts extensive and comprehensive planning to help meet the economic, housing, infrastructure, and service needs of Memphis residents.  Planning to help meet the housing and service needs of low and very-low income individuals primarily is conducted by the City’s Division of Community Planning and Development through its planning process for the Consolidated Plan.  The Division is also the lead agency and catalyst for planning for the annual “Continuum of Care” application to the U.S. Department of Housing and Development.  In planning to meet the needs of homeless people, the City contracts with two not-for-profits to conduct specific planning activities: the Greater Memphis Interagency Coalition for the Homeless (GMICH) and Partners for the Homeless (Partners).

GMICH’s activities ensure that newcomers, experienced providers, grassroots community groups and homeless people have a place at the table and the opportunity to participate in planning for the “Continuum of Care” system of services, shelter, and housing.  Major responsibilities include:

  • Coordination of monthly meetings of GMICH's Service Providers Association, which provide a forum for directors, staff, and newcomers to the system to address concerns/unmet needs, network, exchange information to strengthen the informal referral system, and  offer training on issues and resources, with one meeting per quarter devoted specifically to planning for coordination of components to the CoC;
  • Coordination of quarterly meetings for the directors of programs for homeless people to make the best use of limited time and move beyond communication and coordination to greater collaboration among programs;
  • Coordination and facilitation of the annual community-wide retreat designed to secure crucial qualitative input for the CoC and Consolidated Planning processes from grassroots community organizations, service providers, government officials, neighborhood groups and homeless individuals;
  • Production/up-dating of the Directory of Services for Homeless People;
  • Production and dissemination of a monthly newsletter;
  • Coordination/conducting of the point-in-time street count;
  • A survey of homeless clients to ensure direct input from those who seek help;
  • Development, coordination, and administration of the annual “Memphis Walks for the Homeless” to raise money for programs and community awareness of homelessness;
